UEGO — Urban Environmental Governance Observatory is a research programme intended to compare and eventually test how governance structures and decision rights shape implementation and socio-ecological outcomes across cities. The scientific leap is from formal architecture to comparative measurement, generalisation and eventually causal inference. It is justified because three independently developed capabilities now meet in one research architecture: The puzzle is real, but its structure is convergence rather than uninterrupted continuity.
